I heard this, but it isn't a sentence

Is the first 'sentence' a sentence and is it correct?
Alot of good that would do me. The damage is already done

Is it a sentence or something we just say?

It’s a sentence. A complement of the verb is just preposed. The more basic order would be That would do me a lot of good.
