Grammar

I have never felt better / never better

Hi teachers,

I'm a little confused with this pattern. Could you help me with it? Thanks.

A: How are feeling?

B: Never better

1. Does B person feel "better or does she not feel better"?

2. "I have never felt better" same as "never better"?

Thank you.
