I have just been vs i was

Whats the difference between: "Ive just been to the shops." and "I was to the shops"

And also when someone asks you "Where have you been" is it correct to answer "I was to the shops" or u should respond with "Ive been..."

"I've just been to the shops" if you are including "just" to mean you went 10 minutes ago or you mean you only went to the shops, not anywhere else like the library or the pub.

You can't say "I was to the shops".

You can say "I went to the shops". That's just some time in the past. Could be 10 minutes ago,could be two years ago.

You can say "I was going to the shops"
