Teacher I have a question. What is the difference between:
I may have been..
I have been ..

Also, to they refer to the past or present past or both depending on context?

I may have been.. indicates possibility in the past. You can use specific dates or times here.
I have been . indicates certainty of experience in the past, up to the present time. If you want a specific date, use the simple past.

Eg.

I may have been on Fleet Street on the evening of September 2, 2001. I can't remember exactly.
I was on Fleet St
