I have been to Spain/ I was to Spain

Hello! In grammar books it's said that we should use "to" before a place when the sentence is in the Present perfect tense # I've been to Spain 3 times in my life. 1) The question is if we can say "in Spain". How will the meaning change? 2)And if we say it in the past simple tense what preposition do we need to use "to" or "in" "I was to/in Spain last year "
