I have a small grammar question about 'has has'

I don't really understand this passage.....

' the Prime Minister has has talked about the issue....'

'has has'? Is that gramatically correct?

Oh and can you give me an example using 'had had'?

It is a misprint. "has has" does not exist in English. Only one "has" was intended.

You could also say ' the Prime Minister has had talks about the issue....'.
