I have a question regarding an -ing verb

9th Sweden-Ukraine Business Forum is dedicated to Tech for Good to empower sustainable solutions that foster progress.

After the verb "to be dedicated to" an -ing verb form is used. It is correct to use "to" after "Tech for Good" or it is correct to use "empowering". To which part of the sentence the second "to" is applied? Thank you.
