I have a question below

I randomly found this sentence. Even if I could understand what that means but I got a question about it grammatically. That sentence is written as follows.

He "shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient."

In here, I am curious about the function of as which is before he shall judge~~. As I assume, it might function like relative pronoun does. But any better answer must be appreciated. thanks!
