I have a question

Hi,

“the conduct of foreign relations that is of such gravity that it outweighs the public interest in immediate disclosure.”

I read this sentence on news.

Why there is ‘that’ after ‘relations’(I mean the first ‘that’), isn’t it okay for the sentence to be ‘the conduct of foreign relations is of such gravity...?’
