What means which in the following sentance?

sentance: We have spent the week examining disappointing bids from potential suppliers, no one of which would be able to complete the task on time and under budget.

Is it means "disappoingting bids from potential suppliers"? or it representative "potential suppliers"?

I think the underlined part should be "not one of which" or "none of which" but not "no one of which."

Anyway, it refers to the potential suppliers, who can't meet their needs.
