i have a few questions.

(a) My laptop doesn't get turned on.
(b) My laptop isn't turned on.
is there any difference of the meaning?

i checked whether the battery is charged?

can whether(conjunction) be omitted?

If you meant " My laptop won't power up ", the equivalent will be: " I can't get my laptop to boot up (successfully) ". You can also say " I can't get my laptop to turn on / power up". "...Get turned on " doesn't sound right.

I agree with tam's suggestions, except that I'd say/write: I checked whether the battery was charged (or not). The reason is that you checked in the past whether it was charged (or not), and now you're reporting what you checked.

You are correct. Should be "was". Overlooked.
