What does it mean when someone says "i have a crush on you"?

Is it "i like you", or it means "i liked you before but never had a relationship with you"? or what else?

So, what is a good way to say the person you had a crash on about your feelings? I don want to us the word "love" because it's too serious....however just 'i like you' is not really good enough to explain my feelings.
