I hoped you would be coming to Stampede this year or should I write I had hoped you would be coming to Stampede this year?

Both are used. To my ear the second one sounds as though it might be more appropriate in the case where "you" have already told "me" that you cannot come to the Stampede this year. , (but I see now that that is not possible)".
