I got some general questions, plese help me!

I have some questions at my English class and I am still confused about their answer. Please explain them to me!
1) The new arrangement of machines on the factory floor____a number of advantages over the old arrangement.
A. is
B. takes
C. makes
D. has
My teacher said D was correct. But I think C is also fine.
2) There is a radio antenna______the top of Empire State Building in New York city.
I think the blank is "at" but my teacher said it was "on".
3) The University Of Mexico ranks________the best in nation when it comes to graduate program in law.
I also think the blank is "at" but the answer I got was "among"

I am a beginner in English so please explain them clearly so that I can understand. Sorry about my English. Thanks in advance.

3) "ranks at the best" is not right. If you mean it is the best (definitely) then just say "ranks best". "among the best" is correct English, but other parts of the sentence are not quite right. It probably should say "the best in the n

Any difference is hair-splitting or debatable. You could perhaps argue that "on" more strongly implies that the antenna is the highest part of the structure.

By the way, I forgot to say that it should be "... at/on the top of the Empire State Building in New York
