I fized / I have fixed

Could you please tell me the difference

between " I fixed " and " I have fixed" both are completed tense

But don't know when to use them

I created and i have created . I moved and I have moved

Don't use the form with have/has if you mention a specific time (or day or date) in the past. Don't use the form with have/has if you include a time clause which specifies the time in the past. I have seen it last week .
