''I feel for you!''

So... uhm, I often hear this expression from native speakers and didn't manage to find the meaning of this expression. Can somebody make it clear? For example... when I am about to sneeze - my American friend is like ''I feel for you! I feel for you!!'' And when I finally sneezed, he says "God bless you'' Of course I understand the second one but what about this weird I feel for youthing? It confuses me no end, really! What does it mean?
