I don't understand the construction of a line thus I am unable to understand, could someone help me?

Currently reading this article,, the 9th paragraph says

Secretary of State Mike Pompeo and Vice President Mike Pence were two of the most hawkish voices arguing for a response to Iranian aggression, according to administration officials. Pence’s office helped ride herd on meetings and conference calls held by officials in the run-up to the strike.

Now, there are 4 entries in my dictionary about the word "herd" and I'm very afraid I simply don't understand the construction of the sentence thus I'm unable to comprehend the bold italic part.

Could someone enlighten me?

Thank you for your support.

Literally, ride herd is what a cowboy does when he looks after a herd of cows and makes them go where he wants them to go. When used metaphorically, as here, it means that someone managed a group of people and got them to do what he wanted them to do.
