i dont understand? could anybody help me

i have two direction sentence
1: She reported that the flowers were killed by frost.
after change to passive sentence i was received 2 ways
"It was reported that the flowers were killed by frost./ The flowers were reported to be killed by frost."
2: i have also a similar sentence "That officer announced that the meeting was delayed until next week." can i change it is : "the meeting was announced to be delayed until next week" ? . in the answer the result is :" It was announced that the meeting was delayed until next week"
please help me. thanks a lot

The tenses in (1) do not seem ideal to me. In normal circumstances these would be "She reported that the flowers had been killed by frost." / "It was reported that the flowers had been killed by frost." / "The flowers were reported to have been killed by frost."

"The meeting was announced to be delayed until next week" is not correct English.

in the first sentence . all two anwsers is correct. but i don't understand about the twice sentence. why is it incorrect

What was announced? Not the meeting. it was the fact that the meeting was delayed that was announced.

So, we can say "It was announced that the meeting was delayed" but not "The meeting was announced to be delayed."
