I don't understand

I don't understand this quote..

"You can tell whether a man is clever by his answers. You can tell whether a man is wise by his questions."

Who knows? However, the popular conceit is that it is more intellectually difficult to ask the right questions (about the nature of the Universe, the theory of evolution, the composition of the atom, the nature of beauty, etc) than to give the right answers.

A question says more than just a question in many cases, namely, in daily life or in scientific research...
