I don't think/I am not thinking

I am not thinking they are guilty of high treason. I don't have such an opinion, I simply don't know.

When do we use I am not thinking instead of I don't think?

onelook When do we use I am not thinking instead of I don't think? In the course of a conversation in which you have already revealed what you're thinking to some extent. I'd use "I don't think" to introduce something new.

Almost never.

Use the latter.

A: I don't think they will be found guilty of high treason.
