I don't think this is correct use of "when". What do you think?

Oh! I wish Dixieland was still like Heaven, when her schools were allowed to pray!

"Oh! I wish Dixieland were still like Heaven, [as she was] when her schools were ..."

this doesnt sound quite right, is Dixieland a place? It sounds odd using two feminine pronouns in this way. I know we CAN do it in English, for things like ships and countries, so the contruction "her schools" sound OK. But, "as she was", seems too much ...

Yep, Dixieland - or Dixie - can be seen as a place. It's the South of the USA (South of the Mason-Dixon-line).
