I don't know why, it just sounds wrong...

Being a poorly trained native language ESL teacher I often am hit with the I don't know why, it just sounds wrong situation.

Can anyone tell me a reason this is wrong, or that it might just be an unusual construction for

"Why in Mexico are people happy?"... or does it just need commas?

Commas won't help. It should be:

Why are people happy in Mexico?

or:

Why are people in Mexico happy?

The modifying phrase 'in Mexico' should come after the word or phrase it modifies. Prepositional phrases don't come before the word or phrase they m
