Grammar

I didn't mean to do it.

M: I called you earlier. Why didn't you pick up?
W:
(a) I didn't mean to do it.
(b) I'm sorry I couldn't call earlier.
(c) I was taking a shower.
(d) You should try back later.

can anybody explain why (a) could not be a possible choice? can't the sentence (a) be interpreted as "I didn't mean to not to answer your phone"???
