I could have moved vs I could move

Can someone explain what is the difference between this sentences:

I could have moved out when I was 18

I could move out when i was 18

In fact i don't see any difference at all!

I could have moved out when I was 18 - I had the opportunity/ability to move out when I was 18.
I could move out when I was 18. - Not natural on its own, though possible in, for example, reported speech:

My mother said I could move out when I was 18. - Her actual words were, "You can move out when you are 18".
