"I come with glad tidings of a world made free."

"I come with glad tidings of a world made free."

I think "come" should be "have come" or "came" ,considering context in the movie, and it was interpreted as a past sentence by my teacher.

So is there a reason the speaker says it like that? Thank you so much as always and have a good day.

It is not a past sentence; it means 'I am coming now', even though he has already come. It is an older, pseudo-biblical form.
