I can't understand this sentance

I can't understand this sentance and can anyone tell me what grammer structure was used?

"Kitchener's difficult reconquest of the Sudan began in 1896, and it was not until 1898 that his forces were able to enter Khartoum and restore what the Eqyptain government believed whould be the Eqyptian control over the Sudan."

The part "and restore what the Eqyptain government believed whould be the Eqyptian control over the Sudan." is really confusing for me. Can anyone explain it to me? Thanks!

By the way, can I say the following?

"the reconquest can restore what the Egyptian government believed would be which is to give Egypt the control of the Sudan again."

and was the part "which is to give" omitted in the origional sentance?
