I can't understand the structure of this sentence.
plz help me!
"Even as evidence emerged from the weapons inspectors of the United Nations and the heart of the intelligence agencies of these empires that this war was neither declared nor waged in keeping with the constitution of a republic where the power to declare war is vested only in the Congress."
i can get the meaning of this sentence, but not fully, because I don't understand the structure.
As you can see, there is a 'that-clause' ---> "that this war was neither (...)",
and there is a participial construction ---> "even as evidence emerged (...)"
I don't understand why the that-clause is used, you see, there is no main clause!! (can you find one?) so, what is the subject/verb in this sentence???
and what is the exact meaning of "as" in the participial construction? is it similar to "In spite of the fact that evidence emerged from the weapons (...)"?

"when" is also all right as a translation.
