I can't understand the sentnece below.

Hello, everyone.

I came across the follwing sentence.

Their group was targeted to carry the burden of job losses.

As the passive of English always is difficult to me, I made it the active voice like this.

Someone(or they) targeted their group to carry the burden of job losses.

However, I can't get the meaning. I know the meaning of "carry" in this case is "to be responsible of". What is confusing me is who is the subject of "carry". Is it someone or thier group? who would be reposible of "the burden of job losses"?
