It was about child abuse I read the other day.

the writer wrote something like this - no matter how much awareness they'd raised( regarding child abuse) it was not working well.then that A bit of civics and a sense of humanity is all that it takes.

I am feeling the sentence is incomplete. what does it takes?

"It" refers to the idea being discussed. It might be sensitivity to the issue of child abuse, the authorities passing laws against abuse, or prevention of child abuse. Without the passage, I cannot tell you.

All can be either singular or plural, so the verb here could be either is or are. The singular form gives the idea of unity. (e.g All (everything) is well.)
