I can't say

Hi teachers,

In English does this phrase also mean "I can't be sure".

For example

A: How often do you have new arrivals come in?

B: I can't say

Is that correct?

Thank you.

Hi Clive,

Thanks a lot for answering my question.

On my new arrivals question, if you're not allowed to reveal "when" for a particular reason, is it grammatical to say: I can't say.

Thank you

Hi,

I don't remember the question. But that sounds OK.

On my new arrivals question, if you're not allowed to reveal "when" for a particular reason, is it grammatical to say: I can't say. -- 'I can't say' means 'I don't know'. 'I can't tell you' means 'I don't know' or 'I am not permitted to tell you'.
