I can propose a

Tonight sir, with your fish tartare, I can propose a 1911 Chateau Bleu.


It sounds a bit weird. Is it grammatical?

Yes, it's OK. The word "can" may be dropped though; "I propose" would do by itself. I would capitalise "Sir" as it is a term of address.
