I and j

The English alphabet a, e, i, o, u, are called vowels while the rest of the alphabet are called consonant. Now here is the question have they really classified i and j into a group or not? I've just got to know that they have, but the informer failed to tell me the name of the group and I couldn't find any thing on Google regarding this.

Do anybody know anything about this?
