I am to say

Hi,

"Conservative Governments and Labour Parties never listened to the little people in this country and I am said to say, they will not listen to them now." [A reader's comment in The Independent.]

I wonder what is the meaning of the "I am said to say". I have a gut feeling that it means "I have to say", "I'm forced to say", but I'm not sure about that.

Thank you.
