Lately I have seen sentence „Watch out! I am the new best driver in town” it was referring to the dog sitting behind a wheel. Do you think that structure is acceptable?

Interesting. "I am new best driver" does not sound dead wrong to me. If "Best Driver" were an actual title awarded by the town, you could have this conversation:
Tom: I am former Best Driver as of last Wednesday.
****: Yes, and I am new Best Driver.
But we are not talking about that. "Best driver" is not a title. You need the article.
