Is “I am sorry to him” correct expression?

Similar expressisons will be:

I am sorry to Mary.

Jane is sorry to her mother.

I know I did something terrible to him. So I am very sorry to him. I will do anything to make up for my impudence.

If I don't say to anybody and I just think *I am sorry to him, how can I express this?

If, "I am sorry to him" is not possible, it seems to be difficult to convey the thought in a sentence.
