1. you watch TV.

2. you are watching TV


Please, show me the difference in the meaning unless only one of the options is correct.

Probably they would be understood to mean about the same; if there is any difference, (2) is clearer that the speaker is happy when the other person is actually watching TV at the present moment, rather than when they are in the general habit of watching TV. I idly wonder why one person would be really happy when another was watching TV.
