I am not sure

If I don't get it wrong, "not sure" has the meaning of disagree someone.(or not?)

If I don't agree someone's idea in a conversation. Can I express like this?

Will people get wrong that I really not sure about that? I just want to disagree someone politely.

That's fine.
It's an example of polite understatement that will be understood by most educated people.

Your idea is good, but I am not sure about its feasibility. (You can then give your specific concerns- eg. the cost of the platinum railings will drive the cost too high, we would need to find and hire a team with underwater welding skills, the strongest cables available won't have the required tensile strength, ...)
