I think both are correct. You could also say 'I look forward to seeing him'.

In A Practical English Grammar by Oxford University Press topic No. 98, it is said "Verb placed immediately after the preposition must be in the gerund form." e.g.

He left without paying his bill.

I am looking forward to seeing him.

look forward+ to -ing/ noun

looking forward to sth = seeing him = noun ? therefore looking forward to see him can't work = to see is an infinitive
