Okay, here's the description of that episode of Arthur from TV.com:

"Is That Kosher?"

When Francine hears that her sister Katherine is fasting for Yom Kippur, she wants to do it too, even though she isn't technically required to until she's 13. She's sure that she can make it through 25 hours without food, but then learns that Arthur is having a pizza party on the day of Yom Kippur. Francine is determine to tough it out, but finds her willpower beginning to drain as the day rolls on.
From the description, it seems clear that fasting was not imposed on Francine at all; she volunteered to do it although children her age are not expected to fast. So I don't think the suggested title is appropriate. (Even if it more accurately reflected the content of the episode, it sounds awfully formal and clinical for the title of a children's cartoon.)

They don't look Jewish, and I don't recognize Francine as a particularly Jewish name.
