Are these sentences grammatically correct and natural enough?


1. I am in between “Is not reopening universities a political conspiracy or have coronavirus cases actually increased?”


2. I am in between “whether not reopening universities a political conspiracy or increasing in Covid-19 cases is just a hoax!"

These sentences are more likely to have the pattern

I don't know whether (to think that) ... or whether (to think that) ....

Or I can't decide whether ... etc.
