All of a sudden, I was wondering if I can say that prepostional phrases modify adjectives?

I am happy with you.

Here, dose 'with you' modify 'happy'?

I am sorry about that.

Here, does 'about that' modify 'sorry'?

Thoes modifications are possible and there can be other opinions?

What do you native English speakers think?
