I am confused

"Tom gave the driver a 20 dollar bill for the 2 dollar fare but he was shortchanged by ten dollars."
A) The driver gave Tom 10 dollars less than he should have.
B) The driver gave Tom 10 dollars more than he shouls have.
C)Tom gave the driver 10 dollars less than he should have.
D)Tom gave the driver 20 dollars more than he should have.
E) The driver have Tom 20 dollars less than he should have.
Which one is correct? I couldn't understand the sentence. A or B?
