Jeff: This sentence (written by him) suggests he is a rude person.

(Here the sentence as the subject is suggesting he is a rude person.) ???

We don't normally use the continuous form (is suggesting) when we mean suggests in the sense makes you think.

A sentence can't suggest in the sense make a suggestion because it can't talk.

Jeff: This sentence suggests he is a rude person. Is this sentence non-agentive meaning this sentence is NOT making a suggestion? Maybe I have a problem understanding this sentence in the active form in the first place. The way I am understanding this sentence is that this sentence is making a suggestion that he…… I think I am wrong understanding it the wrong way. This sentence suggests he is a rude person= he is probably a rude person. Am I right?

That's how I read it. To make a suggestion you need a person who can talk and say something like "I think you should ...".
