Hyphens

1 or 2 below? I know I should avoid stacking the words with hyphens, but if I were to write it out as someone said it, which one would be correct? If neither, please write it the correct way. Thanks!!!


She was weary of his where-should-we-eat and what-DVD-should-we-rent questions.

She was weary of his Where-should-we-eat? and What-DVD-should-we-rent? questions.

Conversely:

She was weary of his "where should we eat" and "what DVD should we rent" questions.
If we use quotes to hold the words together as a unit, do we solely use the quotes and omit the hyphens between the words?
