Hyphenation - Compounds that precede a noun

Subheading: Premium-Quality Firewood

Question: I've read that, compound adjectives are normally hyphenated. With this in mind, I was wondering if the subheading above is an exception? I get a feeling that "Premium-Quality" shouldn't be hyphenated, but I don't know how to explain why this shouldn't have a hyphen.
