Hyphenation

I understand a hyphen is used in "a health-related discussion." But what about in "The discussion was health-related."? I'm aware that most hyphens are dispensed when the adjective follows the object, but "health" and "related" are not independent words in this context, so they need to be joined by a hyphen in all cases, no?

I would personally hyphenate "The discussion was health-related", but Google Book Search results for "was health-related" are split pretty much fifty-fifty, so plenty of people obviously feel the hyphen is superfluous.
