Hyphenating a year

When writing out a year how would you shorten it? 09, '09, or 09'????

I don't think we use hyphens to shorten years. A hyphen is a horizontal punctuation mark and looks like - . What I would do would be to use an apostrophe as you did in your example. So, '09. In this way, it's clear that you've left something out.

For example, '88 was one of the worst years of my life. That's how I'd do it. But maybe people differ
