Hyphen Used as a Dash

I see the standard hyphen used as a dash by many writers.

Example:

We will fly to Paris in June - if I get a raise.

Smith offered a plan - it was unprecedented - to raise revenues.

Is it OK to do so?

In an environment where proper dashes are unavailable (e.g. ASCII text) or hard to type it is tolerable I suppose. The alternative is to type two hyphens (--). In anything that pretends to be properly typeset it is not acceptable.
