Which is correct?

OR

It depends on what has been omitted. These are correct:

men and women who trespass on state [land] and privately-owned land.

men and women who trespass on state-[owned] and privately-owned land.

Also, many style guides follow Terry's form, where an -ly adverb modifier with a past participial adjective is not hyphenate
