Hyphen after "optimal"

Hello,

Is "optimal" considered as adverbs ending in "Ly" in terms of no hyphen?

Or can it be hyphenated sometimes?

An optimal range estimator.
An optimal-range estimator.

An estimator for determining the optimal range.
